They are pretty much the same.
The general rule is that if the beast has few natural talents and is naturally weak (mostly the demon beasts of the lower realms) then it "easily" attains intelligence and can start its cultivation journey while immortal beasts are much stronger and even if they have stong bodies with maybe even instincts to manipulate spiritual power, they can't really attain intelligence and cultivate.
If you think about it it actually works the same way in the real world, a perfect example are the Neanderthals and us, the Sapiens: precisely because the Neanderthals had stronger bodies they didn't really struggle a lot and didn't have a need for an evolution while the Sapiens were weaker and had to work in groups and find clever ways to survive, thus they had to develop intelligence.
